CHEST: Measure around the fullest part of your chest, making sure to keep the tape under the arms and around your shoulder blades.

HIPS: Stand with your heels together and measure around the fullest part.
INSIDE LEG: Measure from the top of your inner leg, along the inside seam to the bottom of your leg.

Bought these with ski in mind but they are so cosy and comfortable I could just wear them round the house . No rustle when you walk and well worth the cost .
Warm, waterproof & fit well. Not much stretch but used them for walking in cold snowy conditions and they were great. It was -8C with just a pair of leggings underneath and they did the job.
